The start button I referred to is the mechanical push button on the outside of the computer case. to shut down i have to push & hold this button down until the computer shuts down. When I do this now it stops at desk top & doesn't shut down.

Please define what you mean by normal shutdown.

My mother has a laptop that gets stuck on every reboot and shutdown. I have to manually shut it down using the power button. I don't recall this happening in earlier Ubuntu based Linux distros. But with Ubuntu 18.04 LTS based distros, it does. I only tried Linux Lite 4.x and Linux Mint 19.x Cinnamon and MATE versions. It wouldn't take a LM Cinnamon installation, and it gets stuck on reboots/shutdowns when using LL 4.x or LM Mate 19.x. Not sure what the problem is. I didn't try the following, but maybe this might help:
https://askubuntu.com/questions/1029068/...t-shutdown
I plan on giving these options a try. I may start with the first one that discusses "acpi=off".

I now have this popping up.
Received error while trying to log out
Session manager must be in idle state when requesting a shutdown
Is there a simple fix?
