Did you try a "Live USB/CD" and try gparted.?
Maybe it's in-correctly detecting something odd with your disk..??

... thinking here... something has the disk "locked" if a usb see if the lock switch is enabled..
Or if the the hard disk... Is this a dual boot? Check if another OS has a partition window open, if so close app and shut down other running OS boot back into LL and try...
Or as Wirezfree mentions see if a LiveUSB sees/allows access the disk...

@firenice03 & wirezfree...
yes it's a dual-boot, LL2.8/win8.1, both installed on the same primary SSD (with file-sharing on a 2nd SSD), UEFI enabled for both OSes. Fast boot is turned off on the Linux side, but is active on the windows side.
If Win has locked the SSD, I wouldn't know how to investigate or solve this - I'm afraid I'm at the limits of my rather somewhat limited knowledge of linux and how it works...

LL4.6/Win8.1 dual-boot, LL works fine with kernel 4.15
2007 -
Dell Latitude D630 (2cores) ~ Intel

LL4.6, works well with kernel 4.4; 4.15 doesn't work

Fast boot is a Windows options and it can hold the drive... (I guess actually fast start-up)..
Its a form of hibernation, disable and completely shut down...
Here's a link to turn off
