Made an experiment. Not satisfied with the icon not changing after update is completed.
I've used xfce4-genmon-plugin.

Video might not be displaying correctly in a browser so downloading it might be a good idea. It's only 2MB.
cron-apt is set to download package cache lists every hour.
Then genmon calls the script periodically to check if there are updates available.
If there are updates clicking on the icon calls the script to show the available updates.
Clicking on the update calls the update script.
I think that the better solution would be to use the python script to display the notification icon because this xfce panel item can be easily removed by mistake and if so it will not start on a reboot.
