		Yes, the ISO you download is for creating a Live Media device - not for directly installing onto a system disk.
If you transfer the ISO file to an SSD (using Etcher or Rufus) then the SSD is now a Live Media device which isn't what you want.
Using a memory stick or a DVD as the Live Media device and booting from it (with the SSD installed in the target machine) will allow the proper installation the OS onto the SSD as a system disk using the data from the Live Media device.
The installation will overwrite the SSD and set it up properly so that it can be updated and used as a normal OS disk.
